POSDEVAL Information and Communications Officer

Position Summary
The Information and Communications Officer will be a part-time post based at the Healthy Caribbean Coalition Secretariat in Barbados. The individual will be required to work closely with CARPHA Communication department, the Regional Health Communication Network (RHCN), CARICOM and PAHO, to research, prepare, and disseminate information pertinent to the Port of Spain Evaluation (POSDEVAL) in support of Objective 8: To communicate this knowledge to appropriate audiences by disseminating the lessons learnt from this evaluation nationally and regionally to enhance implementation of POS and globally to inform the attainment of commitments from the UN High Level Meeting on NCDs. Dissemination of information will be through a range of channels, to audiences that include, but are not limited to, policy makers, health professionals, public, private sector, civil society, people living with NCDs, academia, and development partners. Audiences for dissemination include regional and national public policy makers, civil society organisations, the private sector and the general population. The overall goal is to assist in promoting an accelerated multi-sector implementation in all the areas covered in the POS Declaration. The legacy gain is the creation of an enhanced capability for greater and more effective communication about NCDs especially to target sectors.
Required Competencies, Skills and Abilities
  • Excellent interpersonal and communication skills - oral and written
  • Ability to develop focused and actionable communications plans
  • Team player with an ability to work effectively with multiple cross-functional groups
  • Ability to coordinate individual project pieces and ensure deadlines are met; extremely good follow- through skills
  • Strategic thinking combined with attention to detail in developing and executing programmes
  • Ability to translate health research outcomes to comprehensive, concise briefs for targeted consumption by various categories of audiences ranging from highly technical documents to very basic communication materials for the general public.
  • Ability to effectively use a computer and utilize software programmes such as Microsoft Office Word, Excel, Power Point and Outlook
  • Working knowledge of graphic design and editing tools such as Photoshop
  • Working knowledge of Internet and new and traditional media tools
  • Understanding of communications channels, production and distribution
  • Excellent writing and interpersonal skills and a working familiarity with the news media’s operational processes in the Caribbean
  • Willingness to actively seek out and act on feedback from others
Key Duties and Responsibilities
  • Prepares a communications strategy and action plan to inform targeted audiences on the findings of the Evaluation of the Port of Spain Declaration (POSDEVAL) on non-communicable diseases (NCDs).
  • Implement Communication Strategy in collaboration with project partners.
  • Develop a regional stakeholder database for information dissemination.
  • Promote project findings to key stakeholders at regional and national levels.
  • Write, proof and contribute content for the project website and other social media platforms.
  • Prepare ‘evidence and policy briefs’, for presentation to specific target audiences, which may include Heads of Government through to Civil Society and Private Sector partners.
  • Prepare and disseminate media releases pertaining to matters of interest of the POSDEVAL Monitors media and compiles clippings of NCDs and POSDEVAL issued statements and related articles.
  • Proactively coordinate PR activities including interviews and other appropriate events to promote the findings of the POSDEVAL.
  • Facilitates and/or responds to queries from stakeholders including the media on POSDEVAL.
  • Performs other related duties that may be assigned.
Minimum Qualifications and Experience
Qualifications
Essential: Formal certification in Health Communication, Communication, Journalism, Marketing or any other related discipline
Desirable: Bachelor’s degree in Health Communication, Communication, Journalism or Marketing
 
Experience
Essential: Minimum of three years of experience in Health Communication, Journalism, Media, Marketing or PR
Desirable: Knowledge of Public Health
