With the implementation of California’s new medical cannabis program, operators will need to obtain a license at both the state and local level, where local jurisdictions have the authority to deny licenses all together. The map displays the relative size of each counties’ cannabis market activity potential based on population and reported population consumption rates. If a local jurisdiction were to decide not to allow cannabis licensing, the shaded area represents the size of the missed opportunity for regulated cannabis economic activity.
