Partners Albania is delighted to share with you the latest exciting opportunity in the startup development field named Dua Partner Invest platform. The platform is an endeavor of Partners Albania for Change and Development, an organization supporting start-up development and its ecosystem. Many years of contribution in the start-up ecosystem build-up to this platform which intends to offer a fully-fledged package of services ranging from seed funding and mentoring to exposure towards international markets and partnerships.

The Commission of Legal Issues, Public Administration and Human Rights of the Assembly of Albania, organized on 24th of February 2021, a hearing session on the draft law “On the registration of Non for Profit Organizations” with civil society organizations representatives.

Being confident that the Assembly does not approve any legal initiative proposed by the executive but performs its important functions in accordance with the Constitution and in compliance with the principle of check and balance of powers, civil society organizations representatives addressed a request to the Assembly for organizing of this hearing session in October 2020, while the hearing session was organized only now, and furthermore one day after the approval of the draft law in principle by the Law Commission. Read here the full statement signed by 119 organizations

PROJECTS UNDER IMPLEMENTATION   

ACTIVITIES OF THE NATIONAL RESOURCE CENTRE FOR CIVIL SOCIETY IN ALBANIA
 
National Resource Centre for Civil Society in Albania is a platform for the development and cooperation of civil society at the national and regional levels. The initiative is funded by the European Union and implemented by Partners Albania in partnership with the Albanian Center for Population and Development (ACPD) and the European Movement in Albania (EMA). Read more on NRC activity here.
 
PREVENTION OF RESTRICTIONS ON CIVIL SOCIETY ORGANIZATIONS IN THE NAME OF PREVENTING MONEY LAUNDERING AND THE FIGHT AGAINST TERRORISM FINANCING IN ALBANIA
 
Partners Albania is implementing an intervention that aims to empower non-profit organizations to proactively engage in an enabling legal environment in the context of preventing money laundering and combating terrorism financing.
The intervention focuses on ✅ mapping and analyzing the legal and regulatory framework in the country on the prevention of money laundering and the fight against terrorism financing ✅ information, education and awareness-raising campaign for the sector on this issue, ✅ organizing roundtables in the country and the WB region with various stakeholders, as well as ✅ advocating for an enabling legal environment for the activity of NPOs in the country.   

In March, we organized
3 local roundtables sharing and discussing the main findings of the report prepared by Partners Albania on the legal and regulatory framework governing the activities of NPOs in the prevention of money laundering and terrorism financing, as well as the compliance of the measures taken by the Albanian state with Recommendation 8 and the Explanatory Note of the Special Financial Action Task Force (FATF) for Non-Profit Organizations.
The meetings served to inform the NPOs and to create communication bridges between them and the main responsible institutions such as the General Directorate of Taxes and the General Directorate for the Prevention of Money Laundering, present at these roundtables.

Following, PA conducted a
regional workshop where civil society organizations from all Western Balkan countries and Turkey shared experiences about their engagement in the risk analysis for the NPO sector and cooperation with Financial Intelligence Agencies in the respective countries. Participants agreed on the need for a coordinated advocacy effort with international institutions responsible for these issues such as MoneyVal, the Council of Europe, and the European Commission / DG NEAR.
#ACT4STANDARDS - BUILDING TRUST, ACCOUNTABILITY AND SUSTAINABILITY IN CIVIL SOCIETY ORGANIZATIONS              

For several months now, Partners Albania has been implementing an initiative that focuses on improving the NPOs standards in exercising their activity, which has a direct impact on strengthening the organizations and improving the public image of the sector.

During this period we organized ☑️
19 training programs on the principles and commitments of the Code of Standards, with representatives of 370 organizations from across the country, as well as ☑️ 6 information sessions with about 100 organizations , on the "Crowdfunding" platforms as an alternative source of funding boosting organizations growth and financial sustainability.

- - - - > The "Act for Standards - Building Trust, Accountability and Sustainability in Civil Society Organizations" project is supported by the Public Affairs Office of the United States Embassy in Tirana.

WB&T FOR #EMPLOYOUTH 

The #YouthHUB network for the Western Balkans and Turkey where Partners Albania adheres, held the Regional Conference: SUSTAINABILITY OF (YOUTH) ORGANIZATIONS IN THE PANDEMIC AND POST-PANDEMIC PERIOD, aiming to draw attention to the current position of (youth) organizations and to map the key challenges facing the civil sector. The conference was addressed by representatives of donor institutions and organizations from the European Union and the Western Balkans.

This event was organized in the framework of WB &T for EmploYouth initiative which focuses on creating informed and constituency-based solutions for improved youth employment policies in the Western Balkans and Turkey. 
Besides advocating through policy documents produced, the initiative aims to build capacities of grass-root organizations in rural areas, to generate innovative ideas contributing to enhancing employment opportunities for youth in NEET. 


- - - -> “WB&T for EmploYouth” is implemented by Ana and Vlade Divac Foundation (Serbia), Prima Association (Montenegro), Mladiinfo International (North Macedonia), Partners for Change and Development (Albania), and Community Volunteers Foundation (Turkey). WORK4YOUTH
 
  
We believe that entrepreneurship is one of the key and most effective active labour market policies that can be utilized to address the high level of youth unemployment. Supporting youngsters to start their own business ventures is an effective mechanism to by-pass the challenges of getting an entry-level position in the market.

Partners Albania's newest initiative in this regard aims to contribute to increased employability and fostered social inclusion among young people in the cross-border area Albania – Montenegro. It will have a specific focus on creating an enabling environment for the community of young entrepreneurs in the cross-border area committed to starting their own business (Shkodra region in Albania, and municipalities of Podgorica, Tuz, and Bari in Montenegro). Read more here

TRAINING AND ASSISTANCE PROGRAMS FOR CIVIL SOCIETY ORGANIZATIONS   

Partners Albania continues the provision of an assistance program to increase the effectiveness and quality of projects implemented by ten organizations from across the country, beneficiaries of the US Embassy Democracy Commission Grants Program.

The first training sessions within this program focused on ✅Financial Management and ✅Project Writing and Management. In addition, 
15 individual assistance sessions were provided to representatives of beneficiary organizations on various issues related to the implementation of their projects.

#CAREER GUIDANCE- THE ROAD TO YOUTH EMPLOYMENT

Partners Albania and RISIAlbania organized a discussion forum on the career guidance service model at the local level, as a need to address the challenges of career guidance and youth employment.

Representatives of the Tirana Municipality shared the model of the Career Guidance Office as the pilot initiative in the country, while the 9 local coalitions supported by Partners Albania, currently advocating for the establishment of such model in their cities, shared good practices and also challenges encountered during implementation of their advocacy campaigns.  Read more about the initiative here
ACADEMY OF EUROPEAN INTEGRATION AND NEGOTIATIONS (AIEN)

The training topics of AIEN, provided by Partners Albania during this period, were ✅ Public engagement and consultation; ✅ Cross-sectoral planning and cooperation; ✅ Financing mechanisms that enable cross-sectoral cooperation, and ✅ Project Writing and Management.

The training workshops were organized in the hybrid model, with onsite and online participants from state institutions, civil society, business organizations, and media.

YOUTH MOVEMENT - A NEW PAGE FOR LOCAL COMMUNITIES

YOUTH MOVEMENT - A NEW PAGE FOR LOCAL COMMUNITIES is a four-year initiative of Partners Albania within the VASS program of LevizAlbania project, which aims to create a movement of young people across Albania, by educating them with a sense of voluntarism, activism, and responsibility, as well as strengthening the relationships between youth and local communities towards a stronger democracy.

NATIONAL FORUM "GOVERNANCE FOR CHANGE: PROPOSALS FROM CIVIL SOCIETY"

On February 23, Co-PLAN, the Institute for Habitat Development, and the Westminster Foundation for Democracy in collaboration with a wide range of contributing organizations and A2 CNN - Exclusive News Channel Affiliate as its media partner, held the National Forum "Governance for Change: Proposals from Civil Society".

Organized in thematic sessions, the Forum was conceived as a pre-election platform, where civil society actors from different sectors and with clear representative mandates, raised issues and articulated proposals for change. In the second thematic session, Mrs. Juliana Hoxha, Partners Albania Director, submitted the analysis and recommendations for Civil Society, which may be found in the following document https://bit.ly/3kwBA05

Based on the submitted proposals, a document was prepared and shared with political actors, with the objective to have it reflected in the respective electoral agendas and programs.
MONITORING OF PHILANTHROPIC ACTIVITY IN ALBANIA

As part of its work to promote philanthropic activity, Partners Albania has been monitoring it since 2015, based on the information gathered from media reports, and information published by public and non-public institutions. The findings highlight the main causes supported, the nature and value of donations, geographic coverage, and the nature of donors. PROMISING FINANCIAL & SUPPORT MECHANISMS FOR SOCIAL ENTERPRISES

This policy paper aims to draw attention to promising financial and support mechanisms, which could help startups and social enterprises in their early stages to jump into the market and become sustainable.
The paper outlines the characteristics of business incubators, accelerators, business angels, and venture capital funds as the most prominent mechanisms used nowadays. It explains how these mechanisms function, what they do offer, the differences between them, and their role related to social enterprises. The paper also provides several policy recommendations based on European best practices targeting decision-makers, aiming to enable the ecosystem for these mechanisms to thrive.

A SNAPSHOT OF FINANCIAL AND SUPPORT VEHICLES FOR START-UPS’ GROWTH

This brochure presents a pool of existing supporting and financial mechanisms (incubators, accelerators, venture capital, business angels) intending to inform startups in the Western Balkans on the available supporting instruments. ALBERGHI DIFFUSSI MODEL AS AN OPPORTUNITY FOR POTENTIAL INVESTORS  

Risi Albania has worked to promote and pilot the model of Alberghi Diffussi in Albania. Partners Albania was engaged in disseminating this model among potential investors and identify the ones who could take the lead in establishing the first Albergo Diffuso in Albania.
Partners Albania identified 11 potential investors and discussed the Alberghi Diffussi model with them. In addition, PA produced an investment promotion brochure, disseminated to over 450 entities. Read it here
