Message from the TAP Coordinators: 

Dear TAP Friends, 


With the first month of SDG implementation behind us, work has begun to pick up on many fronts in the new year, which will keep us very busy in these months coming up. 

First, and perhaps most importantly, we’ve heard from two of our three donors with positive confirmations for funding for 2016-2017, so we’re very pleased that TAP’s work will continue in the year ahead! As we’ve said many times before, our work over the past year and more has set the stage for our upcoming work around follow-up and review and accountability for the SDGs, around Goal 16 indicators and data, as well as around capacity building for CSOs working around Goal 16 issues. With your help and thought-leadership, we’ve blossomed into a leading CSO coalition on all of these fronts, and we’re very excited to take on this work with you in the next year going forward as well! 

On to our substantive work, things are starting to pick up on these aforementioned work streams, with the release of the Secretary-General’s report on follow-up and review, and an interactive dialogue of Member States on the report hosted by the President of the General Assembly this coming Friday. These discussions will determine the next steps for the follow-up and review process, with ongoing discussions expected to take place in the next few months proceeding this meeting. We will be undertaking work to update our “accountability” position paper over the next few weeks, so please be on the lookout for more on that front soon. Additionally, we’re looking ahead to the UN Statistical Commission and the next meeting of the IAEG-SDGs in March as key milestones for our advocacy around SDG and Goal 16 indicators. 

As always, we’ve provided some highlights from our updates over the past week or so, but please don’t hesitate to reach out if you have any questions at all.

TAP NETWORK UPDATES
Letter from Paul Divakar & Bonian Golmohammadi Co-Chairs of the TAP Steering Committee emailed to the TAP Network:

Dear TAP Friends, 
 
On behalf of the TAP Network Steering Committee, we wanted to take a moment to update you on the proposal to the donor group on behalf of the TAP Network for funding for this upcoming year ahead.
 
We are pleased to announce that we have had a positive response from the donor group thus far, and that the TAP Network Secretariat will be funded for this year. We are currently working with the donors to finalize these grants, and will update you all accordingly on the status of the grants as things develop. 
 
For some insight into what has been proposed to the donor group for our collective activities in this year ahead, you can find attached the LogFrame and timeline of activities and opportunities that the Steering Committee and TAP Coordinators have put together to support the proposal. These may need to be amended depending on the funding that will ultimately be available. These resources and the proposal they support build upon the great work that we have undertaken collectively over the past year.
 
In the meanwhile, WFUNA, the TAP Coordinators and the Steering Committee are working diligently on respective reports to the donors on our activities for this past year.

Please don’t hesitate to reach out if you have any questions or suggestions, and we do look forward to taking the work of the TAP Network forward with all of you in 2016.

UPDATES/INTEL
The President of the seventieth session of the United Nations General Assembly, H.E. Mr. Mogens Lykketoft, hosted a briefing at 10:00am on Thursday, 28 January, 2016 on the global SDG indicator framework. Mr. John Pullinger, Chair of the UN Statistical Commission, Mr. Enrique Ordaz, Co-chair of the IAEG-SDGs, and Mr. Stefan Schweinfest and Ms. Francesca Perucci, Director and Assistant Director of the UN Statistical Division, participated in the briefing.

Key Highlights:
  • Steps for the adoption of the SDGs indicator framework:
    • UN Statistical Commission (UNSC) will review and agree on the “Report of the Inter-agency and Expert Group on Sustainable Development Goal Indicators” at the 47th Session of the UNSC.
    • Once adopted by the UNSC, they will submit the report to the Economic and Social Council (ECOSOC) and the UN General Assembly (UNGA) for adoption.
  • The IAEG-SDGs held two physical meetings in June and October 2015. The next meeting is planned for the end of March in Mexico. 
  • Once the list is agreed upon by the Statistical Commission, the IAEG-SDGs will concentrate on the implementation phase. The first important step will be the assessment of the status of the indicators proposed. The indicators will be classified into three tiers:
    • a first tier for which an established methodology exists and data are already widely available;
    • a second tier for which a methodology has been established but for which data are not easily available; and,
    • a third tier for which an internationally agreed methodology has not yet been developed.
  • Overall, during the year ahead, the IAEG-SDGs will carry out the following 8 main activities:
  1. Define global reporting mechanisms
  2. Establish the tier system for the indicators
  3. Review of data availability for Tier I and Tier II indicators and develop a plan for increasing the data coverage of Tier II indicators
  4. Establish a work plan for further development of Tier III indicators
  5. Develop procedures for methodological review of indicators
  6. Develop further guidance on data disaggregation
  7. Continue the discussion of interlinkages across targets and goals, and use of multipurpose indicators
  8. Hold 2 meetings: one in March 2016 and one in Fall of 2016

Secretary-General Report on follow-up and review:

An advance unedited copy of the report of the Secretary-General on the critical milestones towards coherent, efficient and inclusive follow-up and review of the 2030 sustainable development agenda at the global level is now available at: https://sustainabledevelopment.un.org/hlpf

This report will be issued shortly as a document of the General Assembly in the six official languages of the UN and posted on our website. 
Call for Contributions into 2016 Global Sustainable Development Report:

For your information, the draft outline of the 2016 Global Sustainable Development Report (GSDR) has just been released by UNDESA, which you can find attached here. Notably, the outline highlights that the GSDR will focus on issues relevant to the 2016 HLPF theme of “Ensuring that no one is left behind”, along with a chapter on “inclusive institutions for sustainable development,” and others.
 
For those of you who are experts on these issues, you can submit “science briefs” to inform the GSDR report by 18 February. You can find the scope and guidelines for contributions to the GSDR here

 
Briefing on the preparations for the 2016 high‐level political forum on sustainable development, under the auspices of ECOSOC: 

H.E. Mr. Oh Joon, President of ECOSOC (Republic of Korea)
  • Stated during his Presidency of ECOSOC a key focus will be in reducing inequalities at the national, regional and global level
  • The President of the UN Economic and Social Council (ECOSOC), Oh Joon, has proposed the theme 'Ensuring that no one is left behind' for the 2016 session of the High-Level Political Forum on Sustainable Development (HLPF).
  • Suggested conducting a "pilot thematic review” during the 2016 session with a focus on five Sustainable Development Goals (SDGs):
    • Goal 1 (End poverty in all its forms everywhere),
    • Goal 6 (Ensure availability and sustainable management of water and sanitation for all),
    • Goal 8 (Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all),
    • Goal 10 (Reduce inequality within and among countries) and
    • Goal 17 (Strengthen the means of implementation and revitalize the global partnership for sustainable development).
  • Recommended examining a group/cluster of SDGs at each year's HLPF session would allow for covering all 17 SDGs during the four-year period of the HLPF.
  • The HLPF will conduct national reviews in the 2016 session of the High-level Political Forum. 14 Member States has volunteered for national level reviews which you can find https://sustainabledevelopment.un.org/hlpf.  
  • Informed Member States on the appointment of the Permanent Representative of Switzerland, Jürg Lauber, to conduct consultations on the scope, methodology and frequency of the Global Sustainable Development Report (GSDR) and its relation to the SDG Progress Report.
  • HLPF 2016 also will be informed by the conclusions of the inaugural session of the ECOSOC Forum on Financing for Development follow-up (FfD Forum), which was called for in the Addis Ababa Action Agenda (AAAA), and of the multi-stakeholder forum on science, technology and innovation (STI), Oh noted.
  • FfD Forum, inaugural session might take place on 18-22 April 2016, and will issue an information note on its arrangements. He intends to appoint two co-facilitators to prepare draft conclusions and recommendations, and to facilitate intergovernmental agreement on that draft.
  • Noted that the Forum might include a Ministerial segment. The overall theme of the Forum should be aligned "to the extent possible" with the theme of the ECOSOC 2016 session: ‘Implementing the post-2015 development agenda: moving from commitments to results.'
  • Emphasized the importance of engaging stakeholders, including the private sector and civil society.
  • During Q&A Member States raised their concerns about clustering/grouping SDGs for thematic reviews (EU, USA, Mexico, Japan, Palau and Colombia).
Compilation of Metadata for the Proposed Global Indicators for the Review of the 2030 Agenda for Sustainable Development:

The UN Statistics Division (UNSD) has published a compilation of "metadata" (information about data, data production and use) for the proposed global indicators for the 2030 Agenda for Sustainable Development. The metadata show existing data on each indicator, based on input from UN agencies, funds and programmes, other UN offices and entities, regional commissions and other international and regional organizations. At its 3rd meeting in March 2016, the IAEG-SDGs will discuss a standard format for the compilation and dissemination of metadata.
