Message from the TAP Coordinators: Reporting from Addis Ababa
Dear TAP Friends,
Greetings from Addis Ababa! With the Third International Conference on Financing for Development officially beginning tomorrow, we've been very active already here at the FfD3 CSO Forum this weekend, where a number of TAP colleagues contributed quite significantly to the data and follow-up and review discussions around the CSO Declaration.
We will also be hosting a couple of side-events this week at the FfD3 Conference as well. Our first side-event, co-hosted with the UN-Non-Governmental Liaison Service (UN-NGLS) entitled “Transparency, Accountability and Participation: Laying the Foundation for People-Centered Implementation” will be held tomorrow Monday, 13 July 2015 from 15:30 PM – 18:00 PM (EAT) in Hotel Elilly Board Room Large. Our second side-event, co-hosted with the Open Society Foundations, entitled "We Want Our Money Back: “Stolen Asset Recovery and Resources for the Post 2015 Development Agenda” will be held on Wednesday, 15 July 2015 from 13:15 pm – 14.45 (EAT) in Hotel Elilly Board Room Large.
And while there is much work to be done around the FfD3 Conference this week, we will also be very active around the Post-2015 IGN the following week. The Co-facilitators have released a "final" draft of the Post-2015 outcome document, and we have put together a first draft of the TAP Network Response to the Final Draft of Post-2015 Outcome Document. You can contribute your comments/edits to this draft through Midnight (NY time) on Tuesday, 14 July.
With a very busy next few weeks coming up, we can't thank you enough in advance for your keen engagement with us in this critical point in our collective advocacy!

OPEN FOR COMMENTS: TAP Network Response to the Final Draft of Post-2015 Outcome Document and coordination for July Post-2015 IGN:
As previously mentioned, we have put together a preliminary draft of the TAP Network Response to the Final Draft of the Post-2015 Outcome Document, which you can access here: http://bit.ly/1LXLCRo
Please provide your comments/suggested edits to this draft by no later than Midnight (NY time) on Tuesday, 14 July so we can turn the draft around on Wednesday and seek endorsements on Thursday and Friday for our initial outreach to Member States on that Friday.
As this draft has been based on the previous TAP Network Response to the Post-2015 Zero Draft, please try and keep your comments and edits relevant to the paragraphs that we’ve collectively identified as priorities previously, as outlined in this current draft. The language recommendations are almost all entirely the same as before, with a few language recommendations added/changed in a few places to make sure it is aligned with newer text, if applicable (and in some cases, our zero draft language was already reflected in this newest draft as well).
Also, a friendly reminder that we have opened the google form to begin our coordination and solicit nominations for speaking opportunities at the July IGN from 20 – 31 July. As this is a critically important negotiation session for us, please fill out the form here to let us know if you will be in New York for the July IGN, and with your speaker nominations: http://bit.ly/1J5xuQW. If you would like to be considered for a TAP speaking slot, the deadline for nominations is also Tuesday, 14 July at Midnight (NY time), so please fill out the form ASAP. FfD3 Side-Event: Transparency, Accountability and Participation: Laying the Foundation for People-Centered Implementation

Summary
As cross-cutting elements, the principles of transparency, accountability and participation underpin effective and accountable governance, which is critical to successful implementation of this new agenda. Additionally, transparent and accountable institutions and citizen participation in governance serve are prerequisites for sustainable development progress at all levels.
This side event, hosted by the Transparency, Accountability and Participation (TAP) Network and the UN Non-Governmental Liaison Service (UN-NGLS) will provide an opportunity for a wide range of experts to examine how the issues of transparency, accountability and citizen participation are reflected in the FfD outcome document, and towards ensuring that the global community effectively implements the commitments made in Addis Ababa, as well as the Post-2015 agenda and its Sustainable Development Goals.

FfD3 Side-Event: Stolen Asset Recovery and Resources for the Post 2015 Development Agenda

Summary
Government investigations, civil society inquiries, legal cases and popular movements expose massive theft, misappropriation and money laundering by the very people and institutions in positions of greatest trust. Every few months, it seems, we learn of another stash of stolen money, hidden by current and former political leaders, private sector partners and the banks and other financial and legal professionals who assist them – billions of dollars of public funds siphoned out of government treasuries into private accounts of the powerful elite.
When we are fortunate, our legal systems are able to identify and seize these stolen assets. But stolen asset recovery is just the beginning of the story in making people whole again and serving basic development needs.
The return, or repatriation, of these assets reveals a host of questions government, private sector and civil society leaders must contend with to ensure legitimacy, transparency and accountability for the money in serving its intended role. By examining a broad range of solutions for sustainable asset repatriation, we have an opportunity to develop cooperative models of governance and development.
At this side event, we will hear from civil society grappling with these questions in different contexts.

Post-2015: Final draft of Summit outcome document and registration for upcoming July IGN (20-31 July):

Please note that all representatives of Major Groups and other Stakeholders must register to attend the July IGN session by completing the following form: http://tinyurl.com/JULY-P15-REG by midnight on Sunday, 12 July. It is expected that representatives of major groups and other stakeholders may make a few short interventions at the end of each day of the IGN. DESA-DSD and UN NGLS will facilitate collaboration among all registered participants to prepare these interventions, including by organising daily meetings in the morning (8-10am), at lunch time (1-3pm) and the evening (6-8pm). You will be asked to indicate in the above registration form if you wish to contribute to the collaborative preparation of the daily interventions. (Please note that even if you have already registered for an SET for the session using the form that was circulated earlier this week you will still need to fill out the above form.
DESA-DSD and UN-NGLS will conduct a planning conference call on Tuesday, 14 July at 9:15am NY time with all who have registered to collaborate.

From 25-27 September 2015 at UN Headquarters in New York, Heads of State and Government will gather along with leaders from civil society and business for the historic UN Summit to adopt the Post-2015 Development Agenda.
At the request of the Office of the President of the UN General Assembly (OPGA), UN-NGLS in cooperation with DESA-DSD is facilitating a nomination process to identify speakers from civil society organizations, non-governmental organizations, and the Major Groups (except Business and Industry) for the Post-2015 Summit.
This nomination process seeks candidates for:
- one civil society speaker in the opening ceremony
- three civil society speakers for each of the six Roundtable Discussions in the Summit.
