A Word from the CEO
Welcome to the third issue of our 2015 newsletter.  We hope that you are finding the new on-line layout easier to navigate.  The ‘read more’ links direct you the revamped KCCC website,, where you will find relevant up to date information on all aspects of running a quality Childcare Service.  We would encourage you to forward the newsletter to your staff so they can also keep abreast of items and issues of relevance.
Throughout the summer months KCCC have commenced working on the development of our 2016 plan.  We would like to thank all providers who participated in our work plan survey that has provided us with some valuable ideas for actions to be included in the plan.  Some of the proposed actions include a Professional Development conference with an array of speakers being recommended, the continuation of our Community of Practice model, develop a training calendar, workshops on navigating through PIP and access to more training on Planning and Assessment and Policies and Procedures. 
The positive feedback given by so many of you about the work of KCCC staff is greatly appreciated and we have been overwhelmingly encouraged to and are committed to continuing to provide the excellent level of the service to all Childcare Services in Kildare.
The responses we received to our work plan survey demonstrated a real ability of practitioners to reflect on their own practice and their own areas for development.  This is a key indicator of quality and of the passion and commitment that so many of you have towards your work and profession.
May all of us at KCCC take this opportunity to wish you all the very best for the approaching school year as you welcome a whole new bunch of budding and eager enthusiasts and their parents into your service.  We at KCCC will continue to support you to ensure that they receive the best possible early years experiences possible.

Early Years Capital 2015 - Strand 4 Update

A Grant Agreement and Expenditure Form will be made available shortly for early childhood services who were successful through strand 4 of the 2015 Early Years Capital. Forms will be available the week beginning the 24th August through the Service Dashboard on the PIP portal. 

Payments under strand 4 will be made retrospectively based on the above being completed.

The Aistear Síolta Practice Guide by NCCA has been launched and is available to access at:

The purpose of the Practice Guide is designed to support practitioners in using Aistear: the Early Childhood Curriculum Framework (2009a) and Síolta: The National Quality Framework for Early Childhood Education (2006) together to develop the quality of their curriculum and in doing so, to provide better support for children’s learning and development. The Practice Guide can also be used for on-going review, development and improvement by individual practitioners.

Launch of Children and Young People's Plan for Kildare

The needs and issues affecting children, young people and families in Co. Kildare were highlighted at the recent launch of the new three year plan developed by Kildare Children & Young People’s Services Committee (KCYPSC).
According to Chairperson, Patricia Finlay (Tusla) the plan builds on the positive inter-agency work that is already happening in Co. Kildare, while outlining areas that require further attention.
The goal is to improve the quality of life for children, young people & families in our county.
The main elements of the plan were comprehensively outlined to attendees by some of the Committee members: Peter Minnock, Kildare County Council (Vice Chair), Justin Parkes (HSE), Julie McNamara, CEO (Kildare County Childcare Committee) and Jacinta Carey (Teach Tearmainn).

Qualifications Update

The DCYA has announced a postponement on the upcoming September 2015 qualifications requirement for staff in existing childcare services registered with Tusla until September 2016, subject to certain conditions as outlined below:
  • the pre-school leader is enrolled and engaged in training to meet the Level 6 qualification.
  • the pre-school assistants are enrolled and engaged in training to meet the Level 5 qualification or hold a signed grandfathering declaration form.
This postponement does not apply to staff who will be working in new childcare services.

The ECCE contract for any new services applying to participate in programme for the first time from September 2015 will stipulate that all childcare staff must meet the minimum qualification requirements, and all pre-school leaders must hold a Level 6 qualification.

Minister Reilly publishes Major New Childcare Report

The Minister for Children and Youth Affairs, Dr James Reilly TD, has today (22 July 2015) published a major report which proposes how best to invest in childcare services over the coming years.

The report, prepared by an Inter-Departmental Group established by the Minister in January, puts forward options to enhance affordability for parents, improve the quality of services and outcomes for children, and promote greater accessibility in the sector.

Commenting on the report, Minister Reilly said:
Affordability, quality and accessibility are the big concerns for us all. This document offers a clear vision for future investment in early years and school-age services. It represents the most ambitious, detailed and costed plan for childcare ever produced by Government, and it follows a period of very productive consultation with parents, providers and the general public.

The ECCE Advance Payment

The ECCE advance (1st) payment for programme call 2015-2016 will be lodged into bank accounts by Friday 28th August 2015.  
  • For services who previously participated in the ECCE programme, the payment will be made for 8 weeks based on last year’s numbers.  
  • For new services into the ECCE programme, it will be based on 3 children for 8 weeks. 
Any service who has far less children in September 2015 than in September 2014, should email Conor Moore directly and state clearly in the subject line ECCE Reduced numbers along with your DCYA reference number 

Please note for any service with far more children in September 2015 than in September 2014, simply register the children, and you will receive the balance for the first 8 weeks based on the actual children registered as eligible for the ECCE programme the following Friday.
Fee Policies
Kildare County Childcare Committee is working on approving the fee policy forms for all services and will advise you when this process is complete.Your approved Fees Policies will be available on PIP.
When you access your PIP homepage please click on the Programme tab (across the top) and you will see your Published FPPs on the right hand side. 

This contains the approved letter, calendar and fee policy for each of the programmes that you are currently in contract for. These should be the ONLY version of the documents that you will give to parents. Your Pobal Compliance Officer will check that these published documents are the actual documents that parents have been given during compliance visits later in the year.
