Well the winter weather has finally hit. I hope you are all keeping warm….
 
Conference
It is now not very long until the conference and it is shaping up really well – thanks to the organising team, proceedings editorial team and reviewers for all your work!  The CITRENZ programme is now up on the ITx website, so go and check it out along with the speakers for the seven other streams.  I look forward to seeing you all in July.
AGM
The board has been working hard on looking at the future of our organisation and we aim to have a proposal document to members shortly so that this can be reviewed and discussed before the AGM on July 11 (details below).
 
ICT Trends
You will see that this month’s ICT Trends article is the final in the series that Garry Roberton started in September 2010 with a slide presentation on the CITRENZ website. This series has been an invaluable tool for use with prospective students and deciding on directions for our courses and programmes and I am sure it has been used in many development proposal documents. Thanks so much, Garry, for your work on this series over the years.

Acknowledging Excellence

MIT recipient of the CITRENZ Academic Excellent Award, Benjamin Denham receiving his award.
MIT would like to bestow the 2016 CITRENZ Award for Academic Excellence on Bachelor of Information Communication Technologies graduate Benjamin Denham. Ben first enrolled at MIT in July 2012 just before his 17th birthday. He completed the requirements for his degree in June 2015 at age 19 with a GPA of 8.9!

His final semester Industry Project was well beyond what we expect of a level 7 student. It was more akin to what is expected of a developer in industry with a number of years experience.  He describes it himself below: 
 
The first stage of my project involved working as a developer in Orcon's web development team to upgrade the Orcon Laravel website with new sign-up and account management functionality. The sign-up functionality needed to connect to the RESTful APIs of a billing system already in use by Slingshot, so the sign-up system from the existing Slingshot website was copied over and modified as needed. The account management system also needed to connect to the same APIs as the new Slingshot mobile app, so the Slingshot mobile app (which is simply a web application) was copied over and modified as needed as well.
 
The second stage of my project was as lead developer for phase 2 of development of the new Slingshot mobile application. The application itself is an HTML5 app built with the AngularJS single-page framework and wrapped for iOS and Android deployment with Cordova (Phonegap). The application also connected to the same billing system via RESTful APIs. This work involved a lot more requirements analysis and coordination between many stakeholders
Open Polytechnic recipient of the CITRENZ Academic Excellent Award, Ernst Visser receiving his award at the graduation ceremony in May.
Ernistus (Ernst) Visser and his family immigrated to New Zealand from South Africa eight years ago. After 23 years of working in law enforcement as a fingerprint expert and crime scene investigator, Ernst felt he was in need of a career change.

Ernst decided to pursue his love for statistics and try his hand at building in-house IT systems and databases. Upon realising that he could not learn everything he needed to know about the field on Google, Ernst decided to enrol in a Bachelors degree of Applied Science majoring in Information Systems and Technology with Open Polytechnic.  
 
After four dedicated years of distance and online learning, Ernst has achieved his goal and received his degree. “Receiving this award is firstly a great surprise and secondly a huge honour – getting back behind the books after 22 years and then doing it in a foreign language made this award just that little bit more special,” says Ernst.

ICT Trends 2016




Series Finale

 

REFLECTIONS
The ICT Trends series commenced in September 2010 as a sequence of slides collated into a monthly publication on the CITRENZ website.  This occurred three years after the global financial collapse (GFC) and coincided with an upturn in tertiary ICT enrolments, which were recovering from a 2007 trough. In June 2011 the ICT trend series debuted on the IITP (NZCS) website with the first of a monthly series of articles that has continued, almost uninterrupted, for five years.
The first online article highlighted a number of trends occurring at the time, namely;
  • NZ Enrolments in tertiary ICT diploma and degree qualifications tracked the global trend, peaking in 2002 before gradually declining, following the Dotcom crash, with 2007 enrolments almost 50% below the 2002 peak
  • During the same period the ICT job market experienced strong growth, peaking in September 2007, just before the global recession (GFC) impacted on the job market.  The number of jobs advertised on the Seek ICT website plummeted 64 percent between September 2007 and September 2009
  • Java was the top programming language in demand with 654 jobs advertised on the Seek ICT website, almost 13 percent ahead of the next most in demand language, PHP
By November, 2012, many countries including Australia, Malaysia, Holland, South Africa and the UK, as well the European Union, were reporting an extreme shortage of ICT professionals. The EU commissioner for Europe’s 'Digital Agenda' stated that there could be as many as 700,000 unfilled ICT vacancies by 2015. (Fast forward to 2015 and the European Commission’s Grand Coalition for Digital Jobs statement; “although millions of Europeans are currently without a job companies have a hard time finding skilled digital technology experts. As a result, there could be up to 825,000 unfilled vacancies for ICT (Information and Communications technology) professionals by 2020.”)

In the September 2014 article, the Ministry of Innovation, Business and Employment (MBIE) jobs online report found that the largest increase in skilled job vacancies for August was the IT industry, up 1.8 per cent. The annual change for August 2013-2014, as listed on the Skilled Vacancies Index by industry group trend series, recorded a 3.5 per cent increase for IT.

The highest numbers of Seek ICT job adverts at that time, in the category of MBIE high growth occupations, were for programmers/software developers, closely followed by ICT managers.
C# had overtaken Java as NZ’s number one programming language, in terms of the number of vacancies advertised on the Seek ICT website.

Current State of Affairs
The current outlook for ICT tertiary enrolments, jobs and top programming languages in demand is, by comparison, a little downbeat. The February article stated, according to Ministry of Education figures, that the number of students completing CS or IS degrees, almost doubled from 760 in 2007 to 1420 in 2014. However, women currently make up just 23 percent of the NZ workforce and only 26.5 percent of total IT/ICT degree graduates.   

The recently released NZ Ministry of Business, Innovation and Employment (MBIE) jobs online monthly report for April 2016 states that while the all vacancies index increased by 0.6 percent over the month, 16 March to 16 April, IT decreased by 0.9 percent. Over the year to April, job vacancies increased in seven out of eight of the industry groups, up 7.9 percent overall, while Information technology vacancies fell by 6.6 percent over the same period. A quick review of last month’s ICT Trends Seek ICT job advert figure indicates a 5 percent drop on the previous month, March, with an overall decline of 4.3 percent for the year to April.

The TIOBE index top five programming languages, in descending order for May 2016, are; Java, C, C++, C# and Python (Table 1). Ruby is currently at 8th in the TIOBE index, equalling its highest position reached on the TIOBE index in December 2008. However, ICT job vacancies, filtered by languages, indicate that the current demand for programming language skills is down overall, with just C# and Python showing a significant increase in demand over the September 2014 numbers.

A detailed account of the current NZ ICT job advert trends follows.

Current Job Adverts
The total number of Seek ICT Job adverts for May 2016 is 2027, which is down by 12.7 percent on May 2015 (Fig.1) and represents a small increase of 3.4 percent on last month’s figure of 1960. This increase is lower than usual for this time of the year, based on monthly trends for previous years.

While the number of Trademe IT job adverts for May (Fig.2) is down by 18.3 percent on the same time last year, the May figure represents an increase of 6.5 percent on last month, almost double the Seek ICT job advert increase of 3.4 percent.

There are 31 fewer ICT job adverts for the Canterbury region this month, down 16.8 percent on the April figures, which contrasts sharply with May’s overall upward trend for the other regions (Fig.3).

Conclusion
It has been an interesting, and somewhat challenging assignment at times, producing the monthly ICT trends reports over the past six years. The monthly reports were initially generated to help provide NZ ICT staff and students in the tertiary sector with up-to-date information about enrolments, job vacancies and general developments and trends in the sector.
Publishing the articles on the IITP website broadened the potential readership to include the wider ICT business community, which necessitated a slight change of focus in consideration of their likely interests. Hopefully, the content of the ICT Trends articles have addressed the interests of the comprehensive ICT community, both in NZ and globally (via postings on SlideShare).
Despite the current downturn in advertised jobs I believe the future potential for ICT graduates to obtain well paid jobs in the sector remains buoyant and is epitomised in this quote from the Australian Computer Society’s 2015 Australia’s Digital Pulse report; “We need to look beyond stereotypes and see the future ICT professional with new eyes, with digital disruption creating jobs requiring ICT skills within a diverse range of sectors and professions. The data shows there is huge versatility in ICT.”
