Safety Issue - Off-leash Dogs

Trail users have recently expressed a variety of safety concerns involving off-leash dogs on the Montclair Railroad Trail (MRRT).  The trail is a favorite spot for walkers, including those accompanied by children and pets; children going to and from school; runners, and bicyclists.

MRRT is an"on-leash" Oakland City Park. Signs at two main entrances and a reminder on the trail's bulletin board serve as notice that dogs are to be on-leash. Dog owners whose pets are off-leash are in violation of City Ordinance 12835 (See Chapters 6.04.080 & 6.04.070 for specifics) and are liable for any resulting safety hazards involving other trail users.

The Montclair Railroad Trail is an On-Leash park.
 
Dog owners who wish to walk their dogs off-leash have several nearby choices, including the off-leash areas (dogs under voice control) of Sibley Volcanic and Redwood of the East Bay Regional Park system. Joaquin Miller Park offers a fenced-in dog play area. 

All trail users can help by informing the owners of dogs that are off-leash that MRRT is an on-leash park, and asking them to leash their dogs.

Here’s a sampling of distressing experiences, injuries and other issues preventable by keeping dogs on-leash.

Off-leash dogs:
  • Attacking other dogs, creating mayhem and vet bills 
  • Disturbing senior dogs, shy pups, and fearful dogs
  • Interfering with walkers, runners and bicyclists by tripping, biting, etc.
  • Jumping on small children and frail adults
  • Eating poisonous mushrooms
  • Leaving waste behind of which their owners aren’t aware
  • Separating from their owners and becoming lost dogs
On-leash parks exist to reduce the chances these issues will arise.  Users of the Montclair Railroad Trail have a valid expectation that the trail will be safe for them. To help ensure that everyone can enjoy the trail without incident, we ask dog owners to keep their pets on-leash.

To report off-leash dogs that are presenting a problem, trail users can contact the Oakland Police Department's non-emergency number at 510-777-3333. (In an emergency, please call 911.)
