PCE Launching Six Innovative Local Pilot Projects
PCE is launching its six innovative local pilot projects to spur local innovation, reduce greenhouse gas emissions, support low-income customers, and advance electric transportation. The Community Pilot Program will fund programs for up to $75,000 each to repair homes for low-income residents, promote access to electric vehicles, switch appliances from gas to electric, provide backup power for emergency shelters, and ensure safe appliance recycling. If successful, pilot projects may be implemented on a larger scale.
  1. ARCA Recycling, Inc. (ARCA) provides customers with a convenient and satisfying solution for disposal of their old appliances.
  2. Ardenna Energy, LLC will demonstrate a scalable program model for reducing greenhouse gas emissions by replacing natural gas usage with clean electricity in five qualifying homes.
  3. Build it Green will upgrade up to 16 low-income homes in Daly City and East Palo Alto with healthy home remediation and roof repairs to qualify the homes for energy efficiency improvements.
  4.  Interfaith Power & Light will enhance solar installation and energy storage projects in up to five centrally located faith-based institutions. All residents will have access to these locations.
  5. Envoy Technologies Inc. (“Envoy”) will introduce a creative on-demand electric vehicle car sharing program in a disadvantaged San Mateo County community.
  6. San Mateo County Office of Sustainability will develop the Roadmap for Municipal Green Fleets clean fuel toolkit to assist local governments in replacing traditional gas-powered fleets with electric vehicles.

Electric Vehicle Promotion Recap
County Supervisor and Board Member Dave Pine with CEO Jan Pepper test driving a Chevy Bolt
PCE’s first electric vehicle (EV) dealership incentive program sold or leased 120 new EVs to San Mateo County residents, and was deemed a solid success. The program partnered with three dealerships, Putnam Nissan, Stewart Chevrolet and Peter Pan BMW, to offer great discounts plus a $1,000 rebate from PCE which resulted in:
  • $4.1 M in economic activity for San Mateo County including approximately $434,000 in taxes and fees;
  • Avoiding up to 410 tons of CO2 emissions per year plus associated criteria pollutants (CO, NOx, SOx and VOCs);
  • An estimated $1,200 savings in fuel and maintenance costs per year by each of the new electric vehicle drivers.
The program also had a number of side benefits including educating San Mateo County residents on the benefits of electric vehicles: lower fuel and maintenance costs, fun to drive, and better for the planet. PCE is currently exploring another promotion round for 2019.
PCE Visits Solar Construction Site in Los Banos

It's the nature of the work that we have a normal commute of three to four hours one way, so to have meaningful work come to our backyard is something to get behind. The renewable energy market in the Central Valley is really positive and provides opportunities to work closer to home for working families. - Nick Dodson, Operating Engineers Local 3
On January 14th, PCE board member Rick Bonilla and PCE employees Kirsten Andrews-Schwind and Charlsie Chang made a trip out to Los Banos, California to visit PCE's Wright Solar Project that will power 100,000 homes in San Mateo County when complete. Wright Solar broke ground last October and is a 200-megawatt utility-scale project that is currently being constructed and is creating approximately 400 union jobs in Merced County.
