Applications for Accommodation Payments above $550K

At March 2019, 14.9% of all published RADs in NSW and 12.3% in Victoria were above $550,000. This is up from 14% and 12% (respectively) at 30 June 2018 and 11% for both states at 30 June 2017.

The increased maximum RADs are a method of increasing returns (or reducing losses) for many services where we see much of the increased RAD amounts paid as full or partial DAPs.

At JU&A, we are assisting providers with Applying to the Aged Care Pricing Commissioner for accommodation prices that are higher than the maximum amount determined by the Minister. With the significantly higher house and unit prices of Sydney and Melbourne in recent years, we have assisted several providers to achieve their second or even third increased RAD requests.

We also remind providers to consider calculating and publishing the automatic annual CPI updating that is available for these higher RADs as they fall due.

Residential Aged Care Occupancy Falls Further

The pressure on residential aged care services ramps up further as we see the latest national occupancy figures released this week. National average occupancy has fallen below 90% for the first time.

With just 89.4% occupancy, this means there were an astonishing 22,260 vacant beds at 30 June 2019. Dealing with falling occupancy levels is a key factor in falling profitability in the residential aged care sector. This is bringing with it a need for well-skilled, well-paid and well-incentivised sales staff and sales managers in the sector. (Plus good, “grass-roots” marketing plans.) JU&A has assisted services to recruit these salesforce personnel. In many cases, it has been the first time a residential aged care provider has engaged a specific sales-person role. Ever.

The Prime Minister announced the commencement of a further 10,000 high care home care places from 1 December 2019 in the government’s response to the Royal Commission’s Interim Report. Whilst very welcome in meeting identified home care shortfalls, the commencement of these places means another 10,000 persons may be better assisted to remain at home (or in a retirement village) for longer and to delay or defer their accessing of residential aged care services. Good for persons seeking to stay at home; challenging for residential aged care operators facing declining occupancy rates!
