|Critical Dates for the RS7 Return for the October 2016 to January 2017 funding period

Public submissions on the Children Young Persons and Their Families (Oranga Tamariki) Legislation Bill
|All Early Childhood Education (ECE) services need to submit their RS7 Returns (funding claims) for the October 2016 to January 2017 period between 1 February and 8 February 2017.
ECE services connected to ELI are expected to submit an electronic RS7 Return through an SMS or ELI Web for the October 2016 to January 2017 funding period.
Payment for correctly completed and on-time returns will be made overnight on 1 March 2017, provided all other funding requirements have been met.
RS7 Returns received after 8 February 2017 will result in a late payment. If you are posting your paper RS7 Return, please be aware of the changes to New Zealand Post’s delivery times.
The key dates for the 1 March 2017 payment are as follows:

The March 2017 payment includes:
• wash-up for October 2016 to January 2017; and
• advance for March to June 2017.
The wash-up payment for February 2017 will be made in July 2017.
The ECE Funding Handbook, available on the Ministry of Education’s website, Education.govt.nz, contains the information needed to help complete the RS7 Return (see Chapter 9 in particular).

ECE key funding dates for the 2017 year are available on our website. There is a downloadable version also available.
|New licensed services that opened between 1 January and 30 June 2016, and existing services that applied for a review in November 2016, will receive their Equity Index (EQI) results in early February 2017.
Successful new applicants will receive their new Equity Funding rate in the March 2017 ECE funding payment. Funding will be back-dated to service opening dates for new services, and 1 October 2016 for reviewed services.
Services that have opened between 1 July 2016 and 31 December 2016 will receive an application email in March 2017.
|Public submissions are now being invited on the Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill.
The closing date for submissions is Wednesday, 15 February 2017.

This omnibus bill covers a wide range of legislative reforms to support the new operating model for the Ministry for Vulnerable Children | Oranga Tamariki, and will establish the statutory framework required to create a more child-centred operating model to meet the needs of vulnerable children and young persons.
Children Young Persons and their Families (Oranga Tamariki) Legislation Bill
This Bill is in phase two of legislation reform as part of the Ministry of Social Development’s Investing in Children Programme. The Investing in Children Programme is tasked with leading the fundamental shift required to achieve better outcomes for vulnerable children.
The transformation programme will take four to five years and will include: the establishment of the new Ministry of Vulnerable Children | Oranga Tamariki from 1 April 2017; and legislation to support its functions. One of these functions is sharing information to better respond to vulnerable children and young people.
