Understanding the Global COVID Certificate Landscape

We saw a big shift of dynamics in the COVID certificate space in the past few months - governments, with the European Union being the undoubted leader, were stepping up to drive technical development and put necessary policies in place to guide implementations. As more jurisdictions launch their systems, it has become clearer and clearer that the world is converging on a few things.

We mentioned in our last edition that Lucy Yang and Kaliya Young, respectively CCI's Community Director and Ecosystems Director, were writing an article that dived deeper into the key standards and technology options that are widely implemented or considered by governments. This article is now soliciting comments from the community. This is the first one of a COVID Certificate Series that will continuously provide market insights and guidance to implementers, policymakers, and industry stakeholders.

CCI and Related LFPH Updates

Community Groups Restructuring

The CCI Steering Committee approved the proposal to restructure community groups so that we can conduct community activities more effectively. We are going provide an overview of the restructuring in our next all-member meeting on Oct 8 at 7 am PT / 2 pm UTC
 
Meeting SteerCo Election Candidates

We have received great applicants for the Steering Committee Election. The Nomination Committee has met to discuss candidate profiles. We will announce selected candidates soon. Join our next all-member meeting on Oct 8 to meet the candidates and ask questions.
LFPH Global COVID Certificate Network Update

GCCN Trust Registry Network Implementers convened to discuss the next stage of governance for the Network and define four key next steps: 1) EU strategy and engagement, 2) narratives for the governments to understand the value of participating in the Network; 3) verifier strategy and 4) technical infrastructure. 
LFPH COVID Credential Projects Update

Cardea had a big success with the Demo Day and is already planning future interopathons. These events help to identify issues and drive development. The Cardea community meeting on Oct 7 will cover shortened URLs, connectionless, and governance—as well as a quick recap of where we are on the roadmap.
 

Community Groups Updates

Use Case Implementation Workstream

The Use Case Implementation Workstream met twice in the past two weeks:

On September 21, Petros Kavassalis from the University of Aegean School of Engineering kindly distilled his experience working closely with an EU DCC implementation for cross-border travel to identify a few gaps in the EU domestic market (recording here). A lively Q&A session ensued where knowledgeable call participants added their experiences.

On September 28, Arjan Geluk from UL shared an update on the vaccination certificate extension to the ISO standard for mDL (Mobile Drivers' License) (recording here). Arjan welcomed the input from the attendees and is keen to stay in touch with the CCI member base as the project evolves.

The Worstream will transition into the Global Implementation Forum and convene bi-weekly moving forward. At the next meeting on Oct 12 at 7 am PT / 2 pm UTC, experts from The Clinical Data Interchange Standards Consortium (CDISC) will talk about their newly published Vaccine Administration V1.0, which is a mapping curation of minimum vaccination data elements and metadata for travel use cases.
 

Schema Task Force

The Schema Task Force met on September 20 (recording here). Paul Knowles led a lively discussion on jurisdictional coding dictionaries for COVID-19 certificates and highlighted a few data capture items that could hinder international travel. For example, the World Health Organization could mandate an international identifier scheme such as GLEIF's Legal Entity Identifiers (LEI), GS1's Global Location Numbers (GLN), or Data Universal Numbering System (D-U-N-S®) numbers to ensure global interoperability across jurisdictional borders.

The group's next call is on October 11 at 8 am PT / 3 pm UTC.


Rules Engine Task Force

The Rules Engine Task Force didn't meet for the past two weeks but will meet on Oct 6 at 8 am PT / 3 pm UTC.
 

Rules & Governance Workstream 

So the Rules and Governance Workstream will be transitioned into the Practical Governance Task Force, with a focus on making it easier for
implementers to make progress with the adoption of governance artifacts. The Task Force will start with creating a checklist designed to help for a better understanding of the Good Health Pass recommendations. The Governance Template work will continue alongside this item. 

Stay tuned for the first Task Force meeting.


Vaccine Credentials Focus Group - US Subgroup

The Vaccine Credentials US Subgroup host a great presentation (recording here) from John Dionne, the Director of New Business Solutions at STCHealth, on their consumer access program through its MyIR platform, followed by an engaging Q&A session with our community members.

The group will be renamed to North America Group and have its next call on October 7 at 11 am PT / 2 pm ET.
 

APAC Group

The APAC group will have its next community call on Oct 6 at 9 pm PT / 12 pm HK / 9:30 am IST  (an hour later than our regular time). Ryan Barrett, who is on the eHealth Network team that works on the EU DCC and a core member of the Dutch COVID app team, will provide an overview of the current state of the EU DCC system and the Dutch certificate for domestic use.

  • Liquid Avatar Technologies announced a significant update to the Liquid Avatar Verifiable Credential Ecosystem (“LAVCE”), which is the Liquid Avatar Wallet. This digital wallet will be part of the upcoming release of the Liquid Avatar Mobile App. Read the announcement here.

Global COVID-19 Response Listening Session Series: Vaccine Credentialing & International Patient Summary Initiatives in the Americas
Date: October 15, 2021

Public and private institutions in countries around the world are working through the complexities of implementing vaccine credentialing infrastructures and the international Patient Summary as public health tools to help safely restart their national economies in light of the COVID-19 pandemic. As part of the Global Consortium for eHealth Interoperability’s ongoing series on the technology, operation, and governance of vaccine credentialing and International Patient Summary initiatives, this upcoming listening session highlights the experiences of implementers in Central and South America.
