CMS Issues Final Medicare Advantage Call Letter: Few New Details for Home Care Providers

On April 2, 2018, the Centers for Medicare and Medicaid Services (CMS) issued a final “call letter” to alert Medicare Advantage plans for changes to the program for calendar year 2019. As HCAOA had reported previously, CMS is expanding available “health related supplemental services” to include those that aid with beneficiary maintenance of care.  Home care will be available to MA plans as an expansion service to address this need. Medicare Advantage plans represent over a third of all Medicare beneficiaries and will continue to grow. Prior to CY 2019 bid submissions, CMS will issue detailed guidance for MAOs on this issue as they consider upcoming plan offerings. The deadline for MA plans to submit their bids is June 4, 2018.
In addition to the supplemental benefit expansion, the new rule's biggest change under Medicare Advantage “is the waiving of the uniformity requirement.” The final rule allows plans to reduce cost sharing for just certain covered benefits, and offer specific extra benefits and different deductibles only for some enrollees who meet specific medical criteria. Plans will be able to offer, for example, magnifying glasses just for diabetics. Currently, plans may not be able to afford to do that because they would have to offer them to all their enrollees.

Small Business Administration: Atlanta Regulatory Reform Roundtable
A representative from HCAOA GA is planning to attend the Small Business Administration Office of Advocacy Regulatory Roundtable scheduled for Tuesday, April 10 in Atlanta, GA. The purpose of the Regulatory Reform Roundtables is to gain valuable insight into which specific federal regulatory burdens present the biggest barriers to small business growth. With these recommendations, the SBA Office of Advocacy can better assist federal agencies in complying with President Trump’s directives to reduce burdensome regulations. Additionally, information compiled from this roundtable and others will help the Office of Advocacy generate a new report informing Congress and the public of the top regulatory issues for small businesses.
