According to the search, either this was something included in Murphy's Laws or part of Dilbert's Laws of work. As one of the references states, it needs to be updated to be a Tablet or Phablet rather than a clipboard since that dates the saying.
Whatever the device, the principle still applies. Some Quality Assurance initiatives stop or slow to a crawl without accomplishing anything.
Amongst the many items needed for a successful Quality Assurance Initiative is that the organisation needs to be ready for it and there needs to be a champion willing to promote it. Without those two items, you may have a lot of people walking around with a clipboard apparently going somewhere but in fact accomplishing nothing.
