While the quote above may be correct when referring to shoes (as long as the 'just like it' includes making it for the other foot) , it is certainly not applicable to Quality Assurance.
This came up in a different context a couple of days ago with regard to documentation. A solution that was provided for one document was ported to all the other documents without any consideration for its applicability. Often the same philosophy is applied to Quality Assurance; the assumption that if a solution works for one situation, it is applicable to all other situations whether they are somewhat alike (the feet analogy) or completely different.
Each assessment will return a different answer and nothing other should be assumed. Every situation is not only dependent on the technology being used but also on the surrounding politics.

What to Do When Too Many Defects Escape to Production
We were called to a situation a few years ago where approx. 50% of the defects were found during testing and the other 50% were found in production. As you can imagine, the firms' clients were not happy about the buggy release.
Our initial step was to carry out an Assessment. Two major findings came out of the assessment (along with a lot of minor ones):
QA was checking all the defects coming in from the field before passing them to development. In all the time they had checked, they had never failed to pass the defect through to development. Their role as a gatekeeper was not being used to any effect but was taking a lot of time.
While test cases did exist, they were too convoluted and long to be followed or completed except by the original author who had since moved on.
The initial major recommendations were:
Remove the gatekeeper role and save a lot of time.
Cut apart the test cases and make them simpler so that they could be finished.
