Whatever the origin of the quote, it is highly applicable to Quality Assurance. There is very little in Quality Assurance that is immediate and while it may not be 20 years, it can frequently be longer than anticipated (especially by those unfamiliar with the field).
When we do an Assessment there are some items that can be fixed immediately: processes being repeated, items being confirmed at the wrong point in the lifecycle. However, the rest of the items that are identified take planing and incremental change. It is not immediate although there is always progress towards the goal.
